Emoji, flags and letters with accents count once, as you see them, not as the several code points underneath.
Free tool
Type or paste text to count characters as you go, with and without spaces, the way people see them: an emoji or an accented letter counts once. You also get letters, digits, words, sentences, lines and bytes, a bar for each common limit (X posts, Instagram captions, YouTube titles and descriptions, LinkedIn posts, search titles), your own limit if you set one, and how many parts a text message will be split into.

Limits
The X count follows X's own rules: a link counts as 23, an emoji and most non-Latin letters as 2. Search title and meta description lengths are guides, not hard limits.

What counts
01 / Characters
Emoji, flags and letters with accents count once, as you see them, not as the several code points underneath.
02 / Limits
X weighs links as 23 and emoji as 2, so a post can be over the limit before 280 visible characters. The bar uses X's count.
03 / SMS
A text fits 160 plain characters; one emoji switches it to Unicode, which fits 70. Longer texts split into 153 or 67 a part.
Questions
Yes, in most limits, including X, Instagram and SMS. The counter shows both totals, with and without spaces.
280 on a standard account, counted X's way: links count as 23 and emoji as 2. The bar here uses that weighting.
One emoji or a special character switches the whole message to Unicode, which fits 70 characters a part instead of 160.
2,200 characters. YouTube titles allow 100 and descriptions 5,000; LinkedIn posts 3,000.
