Does it keep the animation?

Yes. Every frame and its timing are kept.

Can I make it bigger?

Yes, but the picture only stretches, so it will look softer. Going smaller is what resizing is best at.

Will the file get smaller too?

Usually. A smaller GIF has fewer pixels in every frame. To shrink it more, use the GIF compressor.
