MP3 is compressed sound that plays on almost every phone, car stereo, player and website.
OGG is an open format that usually holds Vorbis or Opus sound. It is common in games and on Linux, but Apple's Music app does not open it.
The sound is re-encoded as Opus, which sounds very good at small sizes, but any re-encode loses a little.
The OGG files made here hold Opus sound, which browsers and most game engines play. A few old players only know OGG Vorbis.

Current Chrome, Edge and Firefox can make OGG files. Safari may not be able to encode the sound.
